The following is a selected list of HFG clients and the assignments performed for those clients:

  • American Electric Power – IRP, load forecast & DSM prudency assessments and expert testimony; DSM Market Potential Assessments for all operating companies. (2004-2007)
  • Arizona Public Service – Palo Verde related Nuclear Lifecycle economics, nuclear cost & performance modeling; nuclear benchmarking and performance standard development. Expert testimony provided in multiple dockets on all of the foregoing topics.(1987-2009)
  • Bermuda Electric – load forecasting, load research and DSM programs design. Assisted in designing unregulated subsidiary, BESCO.(1990-2011)
  • Con Edison – load research, DSM potential assessment and program design, load forecasting advisory services, Indian Point-related economics and cost performance expert testimony.(1980-2000)
  • Duquesne Light – load and sales forecasting advisory services. (2004-5)
  • El Paso Electric – nuclear lifecycle economics and expert testimony, load research studies, econometric sales and peak forecasts & DSM implementation with expert testimony- formation of an unregulated Energy Services Business Unit.(1987-2001)
  • FirstEnergy ( ten operating companies) – Energy Efficiency program design for all Ohio and Pennsylvania operating companies, Pennsylvania Energy Efficiency Market Potential Study (2009), Ohio Market Potential Studies (2009,2012,2016), prepared a T&D Avoided Cost Study for FirstEnergy’s Ohio utilities (2016); Pennsylvania Operating Companies’ ; Ohio Operating Companies, and NJ Operating Company Smart Meter-related business cases, deployment plan and regulatory advisory and expert witness services. Participation on behalf of the client in both Energy Efficiency and Smart Meter collaboratives. Provision of econometric and statistical advisory services related to FirstEnergy’s load and energy forecasting and weather normalization models and processes.(2007-2014). Smart Meter Business Case and Deployment Plan direct and rebuttal testimony leading to approval by PAPUC; continuing prudency consulting insuring that deployment activities comport with approved filing; multiple expert testimony assignments in both Ohio and Pennsylvania successfully defending our work products; (2012-2022)
  • Freeport Electric (2003-present)-have and continue to support Freeport’s rate cases and annual planning activities in the areas of peak and energy weather normalization, peak and energy forecasting, energy efficiency studies, rate design and cost of service studies.
  • Georgia Power Co – Plant Vogtle and Plant Hatch nuclear lifecycle economics, cost & performance, and performance standard expert testimony.(1985-95)
  • Jersey Central Power & Light Co. – development of a targeted DSM plan as part of JCP&L’s submission for the New Jersey Energy Master Plan.(2006-07)
  • Kansas City Power & Light – Wolf Creek- related lifecycle economics, cost and performance analysis and expert testimony. Comparative analysis of the startup costs and timing of KCP&L’s Iatan 2 super critical coal generating station. (2010-2011)
  • Long Island Lighting Co. and successors – long-term load forecast development and related expert testimony, DSM program designs and evaluations with supporting testimony for all.(1981-2005)
  • CenterPoint Energy Minnesota Gas – multiple residential price elasticity studies. (2010-2012). Developing test year class by class econometrically driven forecasts for annual company rate cases(2013-2022)
  • New York Power Authority – designed and assisted in the implementation of NYPA highly successful DSM program (1992-2005). Indian Point – related economics, cost and performance analysis and testimony.(1985-2012)
  • Ontario Power Generation – advisory services on nuclear benchmarking and incentive programs.(2011)
  • Pacific Gas & Electric Co. – load research and certain DSM management services as an outside consultant.(1980-90)
  • PSEG – redesigned all class load research samples and revitalized existing in-place samples to reflect updated stratified sample designs for both class cost of service and rate design purposes as well as to capture additional information from “super strata” designs (2015-2017)
  • South Jersey Industries--annual long term sales and design day forecasts for two of it subsidiaries: South Jersey Gas Company and Elizabethtown Gas Company
  • San Diego Gas & Electric Co. – SONGS nuclear cost & performance analysis and multiple comparative lifecycle economic studies of new vs. existing generation options.(2007-2009)
  • TXU – Comanche Peak-related nuclear, economics, cost & performance analysis.(1986-88)
  • United Illuminating Co. – from 2006 to present, directed, developed and defended all long-term sales and peak forecasting activities, down to the substation level, for UI’s annual Ten Year Planning Study with expert witness responsibilities.(2006-present); currently developing a T&D Avoided Cost Study for UI (2017)
  • Union Gas Ltd. – Pursuant to an OEB directive, Union Gas retained HFG to review its load forecasting and weather normalization models and process and make recommendations as necessary. Recommendations were developed by HFG and provided in testimony and accepted by Union Gas and the OEB.(2004-2005). Currently working for Union Gas developing a service territory-specific “weather normal” for rate case purposes. (2013)
  • VELCO – Developed comparative lifecycle economics analysis of electric transmission investment alternatives.(2008-2010)
  • Westar – Wolf Creek related lifecycle economic analysis and cost performance analysis and projections. Long-term peak & energy forecasting, sales & peak weather normalization studies, DSM program design, distribution reliability analyses, and PBR analyses. All of these analyses were followed by multiple expert testimony assignments. Development of lifecycle O&M and Equivalent Availability Factor analyses in connection with Westar’s sale-leaseback of La Cynge 2.(1983-present)
